The 2016 Virginia General Assembly approved House Bill 895 and Senate Bill 336, which directed the Board of Education to implement the Profile of a Virginia Graduate. The “Profile of a Virginia Graduate” refers to the knowledge and competencies a student graduating from high school should have achieved in order to be prepared for job opportunities in tomorrow’s economy and to be successful in work and in life. Key training begins with the 7th Grade Career Investigations Course.
Plans of study provide successful student transitions between secondary and postsecondary education. The plan includes academic and career and technical content in a coordinated, non-duplicative progression of courses. The plan leads to an industry-recognized credential or certificate at the postsecondary level, or an associate or bachelor’s degree. It includes the opportunity for secondary education students to participate in dual or concurrent enrollment courses or other ways to acquire postsecondary education credits.
The Profile of a Virginia Graduate establishes a new set of expectations – known as the 5 C’s: critical thinking, creative thinking, communication, collaboration and citizenship skills. This approach will prepare every student with the content knowledge they need and the skills they need to apply it successfully after graduation.
Workplace readiness skills are considered essential and are required in all Virginia schools. Workplace readiness skills may be found in the first 21 competencies of every state Career and Technical Education course. Each competency link opens a variety of related curriculum and instructional resources. The skills are not intended to be taught in isolation as separate tasks. Most of the skills will be evident through project-based learning and simulated instruction.

Complete College America: Boost the number of students who are on track for on-time graduation by encouraging enrollment in 15 credits each semester (30 credits per year, including summers). Each extra semester comes with a cost, and the longer it takes, the more life gets in the way – decreasing the likelihood students will ever earn their degree.
At Complete College America, we're leveraging our Alliance and implementing strategies around the country to close achievement gaps, boost graduation rates and ensure every student has the opportunity to achieve their dreams. In 2017, Virginia passed legislation that supported 30 credits per year in order to receive state need-based financial aid.
